They say he’s from the Capitol, the man who brings the medicine. He doesn’t seem remarkable, with his pale, shoulder length hair and short, stocky frame. He doesn’t look the way people from the Capitol do on TV, but his eyes, when you look at them close up, glow a bright , unnatural blue-green, so maybe he is from the Capitol after all.
He’s a rumor on the wind, a shimmer, there and gone again. In all the districts there are whispers of him. Some say he’s nothing special, just another rich man from richer lands, filling his pockets off the suffering of the poor. But they say he charges hardly anything for his goods, and nothing for his works, blinking in and out of the districts like a mirage, saving lives of those lucky enough to catch him.
