   Summary

   In 2318, Cardassians approached the peaceful planet of Bajor in friendship. Soon a trade agreement between the two was brought up and Bajorans welcomed Cardasians to their world as a means of cultural exchange. Five years later, when numerous Bajoran freighters were, supposedly, attacked by the Tzenkethi, Cardassia offered assitance by setting up a military base on one of Bajor's moons. Little by little, the Cardassians encroached on the freedoms of Bajorans until finally, in 2328, they formally annexed the planet on behalf of the Cardassian Union.

   Bajorans who were able to flee reached out the Federation for help. While the Federation refused to interfere in what was clearly an internal Cardassian matter, Section 31 decided to conduct their own investigation and sent Rachel Garrett undercover to assess the situation.

   What Rachel sees shakes her to the very core.
