The days before the Reaping were always incredibly chaotic for Jevin. He always had a million different things to plan, work out and organize and at least twenty people around the country he had to get in contact with to make sure that everything ran as smoothly as possible.
The People of the Hog were growing inpatient with all the waiting around they had been doing in recent years, but that was just it. They were almost ready to start something with the whole country organised, so they couldn’t mess it up by having some half finished plan go wrong.
With all that chaos unfolding in the underground of Panem, Jevin also had to keep up appearances, he didn’t have the same privilege of his fellow Rebels to live in a tunnel and look disheveled. He had to play the part of an outstanding Capitol citizen, one that actually really disliked the districts, since that was what his family had been like, and what he was expected to be like to keep his closeness to the President. A bitter man, who wasn’t exactly socially apt to anything, but was a great dictator, and an even better puppet in the hands of the most powerful families of Panem.
Jevin came from one such family, arguably the most powerful one, an old lineage, that had its ties in the creation of the Life Games themselves. He would have been like them, hateful, bitter and power hungry if it hadn’t been for the unlikely friendship he’d formed as a teen with a tribute who was set to die.
Instead Hypno had escaped the arena, before even setting foot in it, with Jevin’s unwilling help.
They had become friends, and Jevin grew a conscience and class awareness, so much so that he was now the rebellion's first connection to the Capitol’s inner circle.
He was respected in that inner circle, he had a job as a Capitol escort, and he could have definitely had one of the better districts, but had chosen District 7 with some excuse about needing challenge, when he had started the job.
The President valued his advice, his colleagues and his peers respected him, and he could keep up the Capitol appearance really well.
That’s why his skin was dyed light blue, and he dressed with such eccentric semi-transparent fabrics. To anyone that didn’t know him he was Capitol through and through.
