Summary:

Mad Burnish leader Law and Burnish Rescue member Luffy in the Kakusei scene from the promare movie

Notes:

While I took the base world building and major story points, Law and Luffy in this AU are quite different form their counterparts from the movie. The main difference that's relevant is that Luffy has burnish abilities as a result of Law accidentally transferring some of his power.

Here's some backstory for you for now:
For Laws backstory, Flevance is an established settlement of Burnish that the government is using to test the Promotech engine. The repeated testing eroding their life force causes their skin to turn white as they slowly turn to ash. Law is saved by Cora, who was working on the project under the government, and is told about the plans for the engine and warned about the plans to wipe out the Burnish. Before they can escape together, Cora is captured by the government and is presumed dead by Law. After fleeing Flevance, Law joins the Mad Burnish (this universe's version of the Revolutionary Army in this instance), a rebellion group going against the anti-Burnish sentiments of the government, where he eventually works his way up to being the leader of the Peomepolis sect of the organization.
Ace, who joined Burnish Rescue after Sabo went missing and was presumed dead following a Burnish attack in their childhood, is killed while trying to protect Luffy during a Burnish attack. However, Luffy is gravely injured and is saved by Law, who unintentionally transfers some of his power to Luffy while saving him. However, Law's presence at the scene of the attack is misunderstood and he is made the scapegoat of the attack.
Luffy, following in his brothers footsteps, also becomes part of Burnish Rescue as a way to assuage his feelings of guilt over being "responsible for Ace's death." With no memory of what really happened during the attack that killed his brother, he is lead to believe that Law is the one responsible for Ace's death. However, after meeting Law again while working as part of Burnish Rescue, he starts to doubt Law's involvement in the attack and decides to seek him out after their first encounter to figure out what really happened.
