Summary
The port mafia, better known as the ^ villains ^ of Yokohama had declared war between the heroes 13 years ago. The heroes always thought that the war was going to be easy because they were more compared to the port mafia (heroes of Japan: 48k+, The port mafia: 25k+). Nonetheless the port mafia got something that the heroes didn't know. Ability users.
No one outside of Yokohama knew what ability users were or how powerful they were, thanks to the war their conclusion was that ability users were 10 times stronger than a normal quirk. Why? because they can use it when they want without feeling tired or anguished. Also, the fact that it is more rare to see an ability user, the ability comes from the soul. Not by genetics, that’s why, even if two ability users have a child doesn’t change that the child might or not might have an ability. But if the child has an ability the most possible thing to happen is that it might be a completely different ability compared to the parents.
13 years later after the war. The port mafia won, and took control over all Yokohama, building a very thick and large wall around it.
