Work Text:

Fukuzawa had woken up early today, the reason being an extremely important meeting he couldn't miss. Fyodor had been caught just short of 2 months ago, and a plan has already been made; he was to stay at the agency under probation.

The meeting was a week before Fyodor was planned to join, just to discuss the rules and consequences, but it would also be the first time Fukuzawa saw Dostoyevsky in person. He had avoided it for a while, out of fear he'd change his mind about the arrangement mostly, although he did always wonder what Fyodor was like in person.

He arrived at the meeting a bit early, but everyone was already seated. Fyodor was bound to his chair, although Fukuzawa didn't doubt that he could escape at any time if he wanted to. Fukuzawa almost thought it was cruel as he looked at Fyodor compared to everyone else at the table, bound with a prison guard at each side, but he reminded himself who he was thinking about and felt no remorse. He took the seat opposite to him.

For the start of the meeting, they discussed the plans of Dostoyevsky's probation, when he'd move, which was next week, where his housing would be, which was in Fukuzawa's own home despite Ranpo's complaints, and how many hours of community service he'd be expected to complete: 5000 hours in total. Fyodor had looked at Fukuzawa the whole time with a grin on his face, dead eyes staring him down; of course the evil bastard would find it amusing. Fukuzawa stared back, calm and almost challenging.

They went into the rules of his probation next. He was never to be unsupervised for more than 10 minutes; he couldn't have anything that could be considered a weapon; even everyday objects such as hoodie strings and nail clippers had to be confiscated; he wasn't to assault, threaten or attempt to manipulate anybody; and any violation of these rules, depending on how severe, could lead to execution performed by Dazai to prevent any use of his ability.

The last category they covered was the neck band Fyodor needed to wear constantly. It seemed horrible and and humiliating, and it was, but it was also necessary. Any attempt to hack or remove the band or activate his ability would result in immediate sedation that acted before his ability could activate and kept him unconscious for an hour. It was how they would track his community service hours and where he was.

After the meeting, Fukuzawa politely excused himself and went home to prepare Fyodor's room for next week. It was relatively big and had a window, although it didn't open fully, and also a door that locked from the outside. He set up a simple but comfortable futon against the wall; the wallpaper was old-fashioned and dark, and he provided a few books, some Russian and and some Japanese, that he'd bought from a charity shop, as well as a Russian copy of the Bible because he was aware of how deeply religious Fyodor was and believed providing him with things he wanted would have better results than giving him an empty room.

He drove back to the agency after to continue reviewing some reports and was met with Dazai waiting in his office looking off to space. "Dazai, apologies, I was at a meeting. Did you want to discuss something?"

Dazai stood up from the couch. "Hm, not exactly, just making sure you really know what you're getting into. Do you really think you can reform him?" The man asked despite being the one who'd convinced Fukuzawa to make Fyodor join the agency.

"No. I am aware he is evil, but I believe this is a better punishment for him than prison; it is also more secure, as you've said."

Dazai just hummed in response, bowing politely before walking out.

Fukuzawa sat to do his work, but more was on his mind. Fyodor was horrible; that was a fact, but he hoped his decision wouldn't backfire. It was a gamble to begin with, but now he began to doubt.
