   Summary

Horus Lupercal, Primarch of the Sixteenth meets his match (in more ways than one) in the planetary Governor of a river world that is brought newly into compliance. Sparks fly not just over political power struggles but also between the two leaders, both seeking the betterment of their people, and perhaps something more... A flitting moment before things take a turn for the worst.
