After the last show of the tour, Steve sits alone in their dressing room, unable to take off the harness and collar of his stage outfit. He doesn't want this tour to end, doesn't want to start tomorrow without a job or a real plan of where to go.
Keeping his stage outfit on somehow helps keep up the illusion that everything is alright, that the tour isn't ending, his life held together by the tight embrace of the harness.
Steve is still trying to get himself to take it off when someone picks up the leashes. He didn't even hear anyone coming in, startles at the sounds of the metal clinking together and then notices the slightest bit of tension on the formerly limp chains.
The other person doesn't yank on them like they do (did) on stage where he pretended to fight against his handler and pull on them almost every evening, no, they just hold them strong and steady.
It makes Steve go pliant.
