After Arceus sends Dawn and Ingo back to their time, he notices that Dawn, despite being glad to be home, still misses the friends she had made during her time in Hisui. As such, not wanting his chosen to be sad, he comes up with a brilliant plan to make her feel better.
Step 1: Transplant the souls of everyone she had grown close to in Hisui into the modern day.
Step 2: Create exact copies of those souls to inhabit the bodies and live out the lives of the originals to avoid a time paradox.
Step 3: To avoid further paradoxes, place the transplanted souls in the body of pokemon they would be familiar with so they wouldn’t be too confused when they woke up.
Despite Dialga and Palkia’s attempts to convince him that his idea is “stupid” and “insane”, Arceus goes through with it, successfully reincarnating everyone Dawn met in Hisui into new Pokemon bodies, with each faction “waking up” relatively close to each other. (Diamond Clan members end up close to each other, ect.)
Unfortunately, Arceus’ aim is a bit off, and while some of the reincarnated Hisuians end up close to Dawn, others don’t.
Long story short, this is how Dawn ends up with a Rufflet who’s constantly trying to prank her and a Petilil who serves as her hair stylist.
