Summary
After the success of the Z Team in Torrance, the Superhero Dispatch Network expands its controversial Phoenix Program to sunny Santa Monica, a city of beaches, wealth, gangs, and violence bubbling under the surface.
When Canadian supervillain Polar Vortex (AKA Nolan Calder) arrives in Santa Monica for what he believes is the heist of a lifetime, he instead finds himself recruited into a program he barely understands and wants no part of.
But redemption is not a straight line. As Polar Vortex struggles with his past and future as a hero, he is drawn to another villain also trying to do the right thing, the enigmatic, elegant assassin known as Marrowblade.
What happens next will change them, the would-be heroes around them, and Santa Monica forever.
