This is kept a secret, with most of the world (Including Stephanie Brown) thinking Robin was killed. Stephanie Brown took the mantle and was fired. When she escaped from Black Mask after being tortured a newly returned to Gotham Jason Todd spots her, and seeing her look like she should be dead already... he does the only thing he can think of.
