Zuko is stressed.
Which is understandable, even goes without saying—Sokka's fiancé is juggling the responsibilities of being the Fire Lord, the two different wedding ceremonies they're planning, and the crotchety, close-minded politicians he's slowly weeding out of his council, all on top of the seemingly never-ending mountain of paperwork that is permanently fixed to his desk.
Sokka finds that Zuko's stress usually presents itself in mindless, physical habits. He bites at his lips, nails, the ends of his hair, anything within reach that he can slip between his teeth. It doesn't stop at biting, though, Zuko will suck the tip of his finger or a stylus into his mouth and rub against his gums. He keeps hard candies in his robes, painstakingly rolling them around in his mouth, and suckling at them until they're nonexistent
