The main four are test subjects, their lives being used as a television show to normalize humanity to the public with the windmill segments
the testing grounds did not have a guardian, considering the constant surveillance on television as enough, oh and noo noo I freaking guess....duh...
The Noo Noo monitored the groups behaviour and documented it into his personal database for the projects creators, ensuring the groups health , also ensuring that the group did not leave the area. this was typically solved by occasionally being naughty and stealing their things.
The Noo-Noo, however, started to get sick of the routine, poisoning the main fours food supply with the infection out of spite, the virus slowly taking over their bodies till Tinky Winky's body gave out to the infection.
