With the dawn of quirks, two new phenomena quickly became clear: One, that these new babies were being born with powers. Two, that only women were being born.
Many generations later, men as they once were had long since faded out of memory. They had been long dead now, even the stories passed on started to change. The truth became lost into myths. Myths into a religion. Maledom. Men became figures akin to gods, deity's to worship in the afterlife. One prophecy rose above all else, that one day a man would descend unto earth. A man named Izuku, with the power to give and take quirks.
When Hisami's quirk, All For One, comes in, she devises a plan. She engineers the birth of a male, heralding the arrival of 'Izuku', and passes on her quirk to him. She couldn't think of a more perfect world to bless unto her son.
