Summary
As a puppet, Scaramouche had no secondary gender. This freed him from the rigid constraints that they came with. However, there was a tradeoff. He was unable to smell the natural pheromones that everyone else exuded.
This included Dottore's scent.
Or, unbeknownst to Scaramouche, Dottore has already scented him.
