Summary
Omegas aren't allowed to race in F1 unless they're mated and have their Alpha's permission. It's bigoted; it's the rule. It's also one of the main reasons for there having been so few Omegas in F1's history. Oscar knows this. He also knows that he's an Omega, that he's unmated, even if the world thinks he's a Beta or Alpha.
It's a good thing Oscar is loved because the world would rather have him race home than race tracks.
