He's been observing Red Hood for a long while now.
And despite trying to keep things logical, clinical, he can't help but see the man who nearly killed him as similar to the dogs from the fighting ring he broke up.
He's aggressive, biting, snarling, but its in the tense lines of his shoulders, like he doesn't know if he should make himself bigger or smaller.
Red Hood is a very damaged man, Tim is very sure of this.
Biting before he can get bitten.
But damaged none the less.
And Tim only sees more puzzle pieces, and not a clue as to what the main picture should be.
The increasing unrest of Gotham is also emerging on the horizon.
