Summary
The rumour started in a lift, and Harry started it, and it took him eight words. All of them were true.
Four months later, the whole Ministry believes the staff of the Office for the Standardisation of Cauldron Thickness live in fear. The staff are delighted. They have a working radiator, forty new quills, and a standing arrangement with the canteen for apple crumble, and they would like to keep it that way.
Then the Head of Staff Welfare sends someone to rescue them. He sends Percy Weasley, author of the most mocked report in Ministry history, to investigate the very office it was about. He thinks this is very funny.
Percy works it out by lunchtime.
