Nedzu is not a stupid being.
He's seen the pair of ghosts that hang around the number one hero slowly form into a quintet; he knows what this means about the man, about the ghosts themselves.
He's been quietly compiling evidence about their disappearances since he managed match their faces to names on the missing persons registry, waiting for the day they finally make their move; be that asking him for help or exposing the man themselves or killing All Might outright.
So when his sensors pick up on a cold flash in front of his door, Nedzu presses the release button to let the door swing open easily.
The ghosts glide in, the door shutting behind them, and come to stop over the little couch he has situated in front of his desk.
"Principal Nedzu," The green one, Midoriya Izuku if his files are right, says, "we'd like your help in something."
Nedzu's smile, ever polite and too-human like, turns sharp at the edges.
"What can I do for you boys?"

All in all, it's a relatively simple plan; rather unsurprising considering two middle schoolers and three first years came up with it, dead as they are. It's still rather well thought out.
The ghosts want to be a part of his usual post summer-camp staff meeting. They'll be in the corner of the room, waiting for him to finish his usual presentation. When he opens the floor to questions, the ghosts will take over, scaring All Might and revealing what he had done to them. They then want Nedzu to send All Might home so they can finish him off as they please, without an audience.
Nedzu asks why now, why not earlier in the school year, sooner after Kirishima had disappeared.
"We can feel something is going to happen. It's a gut reaction, something bigger than us, and it says All Might will be an easier target soon; before school starts again. We want to make sure we can capitalize on whatever that is." Shinsou says.
Nedzu nods, accepting the answer for what it is; after all, he's had his fair share of such instances.
(He does remember tearing the lab to the ground fondly; it had been beautiful, wrethed in orange in red flame. He'll never quite forget it.)

The ghosts have taken to hanging around his office, with the class they usually hang around at summer camp and All Might who knows where doing whatever he does.
Nedzu doesn't mind; they're quite curious about what he does and listen intently when he explains whatever it is he's doing.
When Nedzu gets the call that the summer camp has been attacked, the ghosts all go fuzzy at the edges, sharing glances, while Nedzu jumps into the footage he can gather from the Wild Wild Pussycats' cameras.
The ghosts stay only until he gets word that a student has been reported missing, the rest being transported to a nearby hospital.

Nedzu watches as the group of glowing-spots on his screen, each indicating one of the ghosts, floats between the walls of the injured students' rooms.
He watches them follow different heroes and students alike until he looses sight of them.
Whatever they plan on doing, he wishes them well.

Watching the live broadcast, Nedzu can understand why the ghosts wanted the wait.
That they had felt something like this was going to happen is very interesting indeed; a thought for another day, it seems.
He gathers the building plans for the new dormitories he's been trying to get approved for years now and prepares his best smile for the board; they can't deny him now, can they? No.
Nedzu also sets up an email informing the staff they'll be having an impromptu meeting the day after All Might is set to get out of the hospital. The teachers all respond within five minutes with their promises to be there.
Aizawa sends him a paragraph detailing why they need dorms now more than ever with an offer to bring his name and the missing kids in if the idiots running the school board look like their going to deny it;
Nedzu doesn't think he will need it but appreciates the gesture all the same and replies that he will use the information if need be; he gets no response but he doesn't need one, Aizawa will appreciate knowing he's been acknowledged in the situation and Nedzu doesn't need him to waste time with petty human flatteries to know that Aizawa appreciates it.
Luckily, Aizawa doesn't much care for the formalities of such either.

The meeting goes as he expected it would, and Nedzu has approval for his dormitories.
He can't wait to see what the ghosts do with the meeting.

Nedzu folds his paws against the table, waiting for the staff arrive and settle into their seats; Shouta is the last one in, and Nedzu waves off his apology, diving immediately into the new rules and regulations that the campus will be implementing as soon as the students are back.
He's thorough and precise, as always in his presentations, and in no time at all he's opening the floor to questions.
Aizawa leans back in his chair, arms crossed.
"It shouldn't have taken this long to get these kids dorms. There were already three kids missing, and they're still missing, taken by unknowns with no leads to this day but as soon as a named villain is involved it's suddenly top priority; Todoroki and Shinsou and Kirishima deserved to be safe too."
Nedzu watches as the ghosts smile fondly at the grumpy teacher from where they're gathered rather menacingly around All Might's emaciated form.
All Might nods and voices his agreement.
Nedzu watches the ghost's eyes turn sharply to the man, their smiles turning from fond to vengeful in an instant; The papers in front of All Might go flying into the air and Nedzu watches with his own sharp grin as the ghosts hiss at the former symbol of peace, their eyes twinkling in barely concealed glee as they yank his chair back from the table.
Nedzu doesn't say a word, just watches with his paws nearly folded as the ghost children look gleefully between the room of teachers and their chosen victim.
Ah, the joys of exposing your tormenters.

When All Might is a trembling heap in his chair, when the other teachers well and truly fuming with the knowledge that five children are dead by his hand, Nedzu draws the attention back to himself.
"Well! I think this discussion has been very insightful!" His sharp eyes land on the figure stuck between five equally sharp smiles, "Toshinori, you're fired!"
Nedzu takes pleasure in the way the man pales at his words, resisting valiantly the urge to cackle.
"I can't have serial killers on staff, it's bad for the school's image. You understand." Nedzu waves one paw dismissively. "All that being said, I do believe it's time to progress the meeting! Thank you, Yagi, you may leave."
All Might takes a few moments to respond, looking like he'd just fallen off a cliff, but he does manage to stand and leave the staff room with a mumbled goodbye.
Nedzu's smile, all needle-sharp teeth and malice, quiets any protests that rise in the remaining staff members as he leaves.
The ghosts thank him silently and follow the former symbol of peace out, their eyes hungry.
Nedzu waits for the door to close, waits for the ghosts to disappear completely from his field of sensing, and then plants his paws loudly on the table, a new powerpoint pulling itself up on the screen behind him as the teachers turn sharply to look at him.
"Now! let's discuss what All Might has done and what is being done about it!"
The staff's attention returned, all looking equal parts murderous and curious, settle back into their seats, ready to listen.
Nedzu smiles.
