    I'm not sure how current you are with season 6 but she does get a work study with Majestic however all of your points are valid she might just have to work a little harder as well.

      The issue with that work study is that Majestic is dead due to the events of Season 6 (and that was a mandatory internship, not a work study where heroes can just reject would-be mentees), so she's back to having nobody outside UA who actually recognizes her potential.
