Bucky took a deep breath. After 70 years of being HYDRA’s lap dog, in every sense of the word, he hadn’t once touched himself, in that way, since the day he’d started seeing himself as Bucky Barnes once again.

Bucky stole his hand away. “Don’t touch me,” he bristled, glaring at Zemo’s stupid, startled face.

Zemo has a heart to heart with Bucky, telling him he can do other, more pleasurable things, to wear himself out (instead of fighting or training), when things are overwhelming and he needs to expend his energy.
Bucky doesn't want to reveal this, but he hasn't even touched himself since coming out of the Winter Soldier programming. Not after all that had been done to him without his consent. He'd had enough of "pleasurable" things.

Bucky thought about it. A small part of him wished Zemo would touch him. Something small, like rubbing his feet, or holding his hand or even petting his hair. At the same time, a greater part of him was glad Zemo was sitting on the far edge of the bed, making no plans, whatsoever, to touch him.
“We are taking things slow, James. If the ask is already a stretch, we will wait. It is ok to be still and give yourself time.”
Bucky nodded, his cheeks pulling tight with embarrassment. What Zemo said made sense. He should be comfortable. The Soldier deserved that, after being in service so long. His lower lip trembled a bit as he felt his eyes stinging with moisture. Bucky stared up at the ceiling, giving over to the music once again.
“Close your eyes, James. Place your hands on your abdomen and just relax.”

Bucky decides to take Zemo up on his offer, deciding he was finally ready to try and put some of his trauma behind him. Zemo gently coaches him every step of the way. The name of the game is consent, consent, consent. Feel your body and be still. It's like one big sexy guided meditation.

“Focus on your body’s feelings, James. Come back to the music, велелепан,” Zemo murmured. The lilting tones of his voice pulled Bucky away from his memories. He opened his eyes to find Zemo’s flushed face staring back at him. When he’d been caught, that little smirk was right back on the baron’s face and Bucky had to roll his eyes.
“You’re floating with the dulcet tones of Aida Garifullina,” Zemo murmured. He let Bucky watch as he ran a hand through his own hair, slowly, pushing sweat from his brow, before his eyes seemed to peer into Bucky’s mind. “Close your eyes, James.”
Bucky did as he was told, taking a slow breath in.

Another therapy session for our intrepid duo. But Zemo insists on an in-depth conversation first. Bucky gets a little tough love at the end, but still the same care and concern from our lovable baron.
