No one outside of the royal household knew of the Prince. Raiden Ei, the matriarch of the family, made sure of that. So when the Prince wakes to a mysterious stream of water, he obviously took the chance to escape his miserable life of being cooped up in his room (read: locked up in a prison cell). As to what he does after leaving the Palace, that’s left to be seen.
