Okay, let’s cut the propaganda. The Ministers spend more time messing around, arguing with each other and pursuing pet projects than actually running their Ministries, the High Empress spends more time vetoing the Council’s stupider ideas and reigning in the High Emperor than actually ruling the Empire, the Subministries are full of nepotism and cutthroat politics, the common citizen is fully aware that they’re either constantly being spied upon or completely forgotten about by the Empire as a whole and the Empire is constantly at war.
