Summary
Cats communicate primarily through behavior. Most of what appears to be a problem is an animal being clearly understood by other animals, and not by you.
Zoro has spent twenty years acting human. Cat-people are rare, and rare things get sold, so he doesn't purr, he keeps his tail under his haramaki, and he makes everything else easy to overlook. It has worked his entire life.
Then Sanji buys an insect repellant on Sabaody, and nobody tells him what's in it, because nobody thought they'd need to.
Sanji doesn't know what Zoro is doing. Zoro doesn't either.

Summary
Cats are easiest to manage when their behavior is understood. A good owner learns what an animal needs, what it fears, and what makes it feel safe.
The Straw Hats find the cat-person owner’s manual and decide to test it. Zoro calls it bullshit, agrees anyway, and discovers that some of it is unfortunately useful.
Then they reach Dressrosa, where cat-people are being sold, and Law finds a way inside.
Zoro lets himself get caught. Sanji knows he can handle it. He would still rather burn the island down.
