When Harry presented as an Omega after the rest of his classmates, it was a surprise. When he went into his first heat, reacting like a bonded Omega, well unfortunately, some omegas had atypical heats. When he made it out of the graveyard, mostly fine minus the expected trauma, it was a bloody miracle.
It was too bad that no one recalled that centuries before Bond Marks were called Soul Marks.
Alternatively, the Locket Horcrux has the perspective Voldemort never did and decides to scrap all of his plans in favor of rebuilding the Wizarding World and putting himself back together as a courting gift to his soulbound omega.
