Confusion washes over his face. She's starting to regret this, because she was too tired to go through a whole love confession, but she doesn't want to stop, either.
"We've been friends for, like, ever. But recently, I've been looking at things differently, and it's been making me feel all sorts of emotions. I'm scared, and I'm confused, and I'm flustered, and I.. I don't know!"
"What are you saying?"
"I have feelings for you, Henry. Big feelings." She exaggerates because she tended to try and be funny when she got nervous. It didn't work. She sighs, "And I think I have for a while."
"Charlotte," His hand is still holding hers. She doesn't want him to let go. "I really like you. And I have for a while, too." "

The sight of such a thing starts making Charlotte have thoughts about him that she'd never had before.

Summary
Henry Hart is struggling to get used to Dystopia. At 19, he has to come to terms with the fact that he's spent his teenage years fighting crime and saving lives, and that he doesn't really want to do it anymore.
He manages to get away in his own apartment, but when Charlotte breaks down from the pressure herself, he encourages her to stay with her and has to come to terms with something else.
