Every single person has a soulmate. Whether it be platonic or romantic, each person born in this quirked world has a special someone waiting for them somewhere out there. As soon as one of the soulmates gain a quirk, they would share a dreamworld that can only be accessed if both parties are asleep at the same time. You can vent to your soulmate or tell your deepest secrets to them once you enter, because once you exit, you lose all the memories you made there and are only left with a blurred image of your soulmate's face.
Hitoshi Shinsou has a "villain's quirk".
Izuku Midoriya doesn't even have a quirk.
A match made in Heaven, don't you think so?
Or: Hitoshi and Izuku use their dreamland as their escape from reality and make a promise that they would meet one day.

They don't expect to see someone their age that's also willing to be a villain. The more that they learn about each other, the more they want to save the other from falling into villainy. Unbeknownst to them, the other is also only pretending to be a villain.

Summary
Quirkless/Quirk discrimination is a real and ever present thing in the world's quirked super hero society. Many metamorphs and those with "villainous quirk" are forced underground and all but banned by polite society. The quirkless community barely survives to adulthood, and those that do suffer greatly for their audacity. A secret online network rose to connect this group and help them find assistance and support. Behind the reigns of this forum stands a Naga with a medical degree and a chimera with a mind sharper than any human. Both discover a brilliant child and become hellbent to save them.
While being teased and pushed around is all Izuku experience before middle school, he is about to face a new world of cruelty and ignorance at Aldea Middle School. One can only smile in adversity for so long before that smile breaks.
Fresh from a divorce, Inko begins working as her son starts at a new school. With the new job and all the stress, Inko begins to change, be less present, and ignores far too much.
This is my rewrite of My Hero Academia, because I love the series and its characters. However, by the end, the original story felt lacking, and too much was achieved at the expense of one teenager.
