Summary
Gaara was not raised alone, instead it was decided by the council that there was a need for a way that could control the one tail if need be. So they created one. Sute has been raised knowing she would one day wed Gaara, to try and give him a weakness. It backfired on the elders. OC/Gaara slow burn primarily twisted friendship. Prologue is a glimpse ahead in time.
