Summary
While investigating Debling Shipping, a front for criminal activity, Penelope loses an important lead and must find a new way in. Cue Colin Bridgerton, who she met and kissed at an undercover training program two years prior. Professionally, of course. She learns Colin has been putting his training to good use, embedded for a year with Fife, a criminal middle man, and his crew, gathering intel on several criminal organizations, including Debling Shipping.
When Fife is set to host a bad guy convention on the sea, Penelope needs to be on that ship. Even if it's as Colin's girlfriend.

“Having a nice time, even after you were so reluctant to join us?” Fife asked, not even glancing Colin’s way.
“Well enough,” Colin said, and he meant it. There was something enjoyable about watching one’s friends fawn over women well out of their league. And the dancing was quite entertaining for his own benefit, too.
“You might like this next act,” Fife said with a knowing, mischievous grin. “I’ve seen her before. She’s quite something.”
