Summary
Peter is about to lose it. The city is flooding and his people are in danger, which forces him to yet again leave his sister to watch herself. Her independence scares him and it's almost definitely a reflection on his teachings. He can only protect her from so much though, and they both carry the scars the foster care system leaves on them.
