Even then, if you try to remember hard enough, Silco has been watching you. Granted, it was between whatever the Doctor showed him at the time, but you can remember those two-toned eyes clearly now that you know what they feel like. Before you’d met him, he was intruding on your psyche and you hadn’t even realized it.
Then comes the interactions, the odd questions that had seemed innocent at first until you really shine a light on what they could mean. Things about you that you hadn’t even realized he’d relish until he somehow uses it to dig up information you hadn’t wanted to give him in the first place.
