What if Yokohama had finally opened its borders for a select group of students? What if, said students, belonged to Yuuei high school and are a part of the year 1 heroics classes?
OR
Nedzu reaches out to Mori, asking to cash in a favour, the favour being that Mori Ougai allows a group of nine students to enter Yokohama and study alongside the other hero students there.
What Nedzu doesn’t know is that Mori Ougai is most definitely NOT a co-principal/founder of Koritsu high school. Why the rat even believed the slimy doctor in the first place? No idea.
However, this causes a bit of a problem as the Armed Detective agency and the Port Mafia scurry over to create a make-believe school.

Every main member of the ADA and PM get turned back into 16 year olds except for Kunikida, Yosano, Kouyou, Hirotsu and of course, the co-founders Mori and Fukuzawa.
Koritsu High is now in place as Yuuei students come over for 2 months!!

Yokohama, the lawless city filled with quirkless, and people called ability users who have mutated quirks, has been able to live peacefully thanks to the Yismh, also known as Yokohama Institute for State-monitored heroes, which has been providing the citizens of Yokohama with specially trained heroes for Japan's severed of territory.
Except, this isn’t the case. Even if the HPSC received regular reports of their mostly free operating Yokohama branch, they have been tricked; it is only a fake institution that the mafia had created to prevent outside heroes from interfering in Yokohama.But the HPSC are no idiots and have been getting suspicious, which is why they want two students from the training program to transfer for a year to U.A.
Or Chuuya and Dazai have to start playing heroes while digging up the deepest secrets of hero society.
