Vi didn't want to believe that Jinx was dead. But they couldn't find her. They defeated Silco and most of the members of his underground organization but they have no idea where Powder could have gone. They retrieved the children who were weaponized through the Shimmer, and finally, Piltover assisted and welcomed the people of Zaun and they are starting to build the connection once again. Thanks to Caitlyn, Jayce, the council for letting them borrow resources and enforcers to defeat Silco's goons, and Vi.
This is Vi's life now after becoming an enforcer.

Ekko knows what’s up. It doesn’t take a genius to see it. He wasn’t so sure about the topsider before, but he’s seen enough now. He’s known Vi his whole life, so it was easy enough to notice the shift. Caitlyn Kiramman is a new – and quite unsolicited if you ask him – addition to the group, and at first he didn’t trust her, but now he knows there’s nothing to worry about.
She’s way too busy trying to pretend like she’s not into Vi to present any threat to the Firelights. And Vi is just the same.
Which is why he has to take actions.
