Monokuma offered a deal to Makoto Naegi, survive all the executions and get everyone free, it's a risky offer that Monokuma definitely doesn't think Makoto will accept, and if he does, He isn't expected to even survive through the first of them.
Unfortunately, Monokuma forgets that Makoto has the power of luck and an Ahoge on his side. (The latter of which will come in very good use later on)
