    When quirks started manifesting, it didn't take long for those who wave flags of hatred towards ghouls to start targeting and persecute them. There was no law stating that killing a ghoul would imprison you, it was merely self-defence from the natural predator of humanity. Before long, they were declared extinct after years of their absence around the world.

    Time changes, mindsets changed.
