There was no way Mori would've let Osamu and Chuuya go easily. Not when the two of them were his strongest fighters. They would likely live in the Port Mafia until the end of their lives.
However, when Osamu witnessed Akutagawa murder the entire group of adults by himself, an idea sparked.
Double Black was Mori's favourite chess piece, and he'd cling to it as long as he could. But if Osamu could put together a new Double Black, give Mori a new shiny toy to play with, maybe they'd have a chance to leave. Maybe, just maybe, they'd be free of the shackles, and get to live a normal life outside the Port Mafia together.

The voice that interrupts his afternoon break comes from a boy standing outside the fountain. Dazai's only able to make out the obnoxiously bright ginger hair on the other side of the water that separates them, but it's annoying enough as it is. Turning his head, Dazai decides to ignore him until he leaves.
"You know I can see you, right? You were just looking at me!"

Summary
Akutagawa understood the concept of "chance", he knew things just happen sometimes and he just needed to make do with every available actions to deal with it when it happens. However… that was certainly not his understanding when it comes to the man approaching him right now. Dazai had plans for the day but decided to take a detour and approach him. In this moment of calm, could Akutagawa simply ask whatever he wanted to ask to his former mentor without tripping over his own foot?

Fukuzawa put Dazai on an important case- one which involves retrieving information from within the port mafia. He wasn't expecting Dazai to ask one of his old port mafia acquaintances to get him the information, but he especially hadn't expected Dazai to be so...cruel about it.
Or: Fukuzawa does not approve of how Dazai treats Akutagawa.
