Summary
It takes finding out about what happened during the Void Century, what Joy Boy had done, to know that the World Government was planning on screwing them over. Luffy, now crowned Pirate King isn't about to let that happen. Least of all when he finds out what he can do with his fruit. He'll do the same thing Joy Boy did, go back and make sure the carefully laid plans are fucked up in every possible scenario. They'll never see them coming, and he's going to enjoy the chaos that will bring. They know what is going on and they know how to lure them out and deal with them before they can act.
