If someone was to ask Penny how she always managed to end up in the weirdest situations, she would only be able to answer “Penny luck” which admittedly didn’t actually explain anything, but in her defense, what else could you say to someone who was asking you how you ended up in front of a dead body, surrounded by FBI agents.
OR : Penny is just your normal orphan "stopped believing in family" teenager except she's got an IQ so high she could be part of MENSA and a bad luck to match it. But everything turns around when she meets her hero in front of a dead body.
OR : Watch Penny find her place in the world thanks to a bunch of squints and a sometimes grumpy but loving FBI agent.

She had to wait for her child and patience was not her strong suit, but the moment she saw the little girl's angry face, she knew that this was what she was meant to do. She was meant to redeem herself by caring for this child.
Or Regina adopts Emma instead of Henry, this story is the result.
