In most timelines, the Doctor briefly succumbs to the urge to control time itself in a moment of desperation, only to stop themself moments later when they realize their actions have unintended consequences. In some timelines, though, the Doctor is not deterred, and carries right on trying to control the universe in a bid to save it until they are assassinated by a citizen who sees them as a tyrant.
In this timeline, the attempt to kill them doesn't take. The Doctor has always controlled reality, and they always will.
