When Valjean arrives in Arras, he realizes that there isn't only Champmathieu to save, but that Fantine's debts have forced her to sell herself as an indentured servant to the town of Montreuil. It seems impossible to save both Cosette and Champmathieu - until Javert offers Valjean a deal: sign himself over into indenture as well... which would place Valjean directly into Javert's power.

Valjean felt sick at the thought; why couldn’t Javert give up this ridiculous chase? As he watched the other man blinking away tears, an absurd idea came to mind. If he acted as the hunter instead of the prey, perhaps he could avoid this horrible fate."
After Valjean convinces Marius to walk away from the barricade, he intervenes when the students threaten to kill Javert. Yet, after Javert swears he won't give up the chase, Valjean impulsively forces the inspector to come with him. He has no plan, other than to hold Javert so he won't be forced back to prison.
Feat. Stockholm Syndrome, a slightly sadistic 98!Valjean, Javert's diminishing faith in The Law, enemies to lovers, and unhealthy dynamics.
