In the reflection of the puddle is the boy that’s too young to be a topside cashier he briefly interacted with at the parts shop, now following Jayce from above. The kid didn't want be noticed, evident when he hurriedly scrambles back on the roof, out of view of the puddle’s reflection.
Jayce makes a loud show of marching to the building the kid is on, and sets his box full of illegal parts down with a clatter. “Did I not give you enough to eat already, kiddo?”
Or: Jayce notices when Ekko is tailing him back to his apartment in episode one. This changes everything.
