Zuko has never been curious if he is her soulmate, not until Toph mentions it. Even if he is, it isn't appealing, because any romantic interest in Katara would be strictly coincidental. The soul marks aren't to denote love, but rather, to hint at fate's direction. The spirit's simply picked the most humiliating method to communicate Katara's importance in his life.

Summary
During one of Republic City’s worst winter storms in years, a ship in trouble and its passengers caught in the water brings Zuko to the nearby shore to aid in the rescue mission. It’s a race against time and nature to get everyone to safety before the cold has a chance to set in. Things are going as well as can be expected until the waterbender helping Zuko gets herself into trouble too.
A modern AU where bending still exists. There’s still airbenders around too.

It's simple, really.

So when he doesn't come back from the Boiling Rock, she's glad.
(Right?)
But then Aang and Toph decide they're going back to get him, and she can't let the Avatar set foot in the most secure prison in the Fire Nation—the world, probably—mere weeks before the comet. The fate of the world lies in his hands. No matter what, he can't get captured.
So she goes instead.
(It's not so simple after that.)
