Her name is Elizabeth Rose Bloodflame, actually a normal human being that is determined with her life to battle all of the criminals ever since her family are murdered by a mugger.

It started when Kokomi visited Mondstadt for a diplomacy meeting with the Acting Grand Master, Jean Gunnhildr. Their meeting was surprisingly more successful than ever, with no formalities.
