It turns out he's going to get more than he bargained for as he brings his new mate home and discovers how wild he is.
Shouto may have been looking for an omega to call his mate, but he wasn't planning on mating with him. His omega obviously has other plans though as he does everything in his power to wind him up and make him fall madly in love with him.

Izuku loves teasing the shit out of Shouto and Shouto just takes it and suffers until he gives in because he's weak and Izuku is amazing and I call this a dark fic, but it's really just Izuku wearing the pants in the relationship and having fun forcing Shouto to dance to his tune.

Summary
Midoriya and Todoroki are similar in the sense that neither of them had real "friends" growing up. Midoriya was an easy target for bullies, being Quirkless; Todoroki pushed away friendship at his father's wishes for him to train with his Quirk. If some of their behaviors are a little more than friendly, neither of them have stopped to notice - or perhaps to care.
