Midoriya has given up on his life. Nobody believes in him. Nobody thinks he'll amount to anything. That is, until one hero said what no one else had. He did what nobody else did. He said Midoriya can be a hero, Quirkless or not. Midoriya decides to believe him.
No, it's not the hero you think it is.
TL;DR: Midoriya never gets a Quirk from All Might. He gets reassurance from Eraserhead, and it's just what he needs to follow his dream.
