If they didn’t start harassing him, the Blonde Boss Lady would have benched them thinking they were being mind controlled.
Every handler thought they could “handle” the Phoenix team. Tame them, make them palatable, water them down. Turn them good. So they didn’t like Robert.
But they did like his voice.

Naruto is a powerful shinobi who believes women shouldn't be forced to die for their clan in the everlasting turmoil that is the Warring States Period. So since he has the respect of the neighbouring landlords as well as the vast stretches of land to house them, he decides to create a safe haven for any and all kunoichi who wish to avoid the senseless violence.
