Summary
Many beings in the Galaxy are born with marks on their skin matching another's. Each culture and planet can have different meanings ascribed to them. The most popular being this is your other half. Your soulmate.
Since the Reformation the jedi forgo all attachments, including soulmates. They teach their younglings to let go of and reject all remnants of a soulbond.
The Mandalorians view the soulmate as a sacred gift from the ancestors. To find the other half of your soul is one of the most fervent prayers.
It seems almost impossible. A Mandalorian and a Jedi, destined to match. But sometimes the most impossible things turn out to change the destiny of a Galaxy.

Summary
A thousand years ago the Jedi Order made a choice. They were in the midst of a collapse, buffeted by forces on every side and afraid they were seeing the end of their Order. Most of the Galaxy saw soulmarks as little more than an interesting phenomenon. Debate raged between cultures, peoples, and planets, over how to interpret them. To the Jedi the choice was simple in the midst of much greater choices they were being forced to make. Take away any Jedi's soulmark. Remove one obstacle and point of contention. To the majority of the Galaxy it didn't matter, they ignored theirs regardless.
But to Mandalorians the call of soul to soul is one of the most sacred bonds. Only one with a soulmark could be called as the Mand'alor and their other half as the Be'alor. Any who swore the oaths of a Mandalorian would know who these beings were. It was a call of soul to soul.
Obi-Wan Kenobi was born with a soulmark. Taken away from him as an infant, he never felt the loss until fate intervened on the planet of Mandalore.

Summary
Kal's words rang in his head, of how the tradition could be used against the Mand'alor and when Obi-Wan looked at Jango's empty sheath, he knew what he had to do.
Obi-Wan shot forward as quickly as he could, ducking in front of Kal to steal one of his knives and slamming into Jango’s side right as Reau made it there, sliding the knife in right before she could.
They both looked at each other, Obi-Wan’s eyes wide as he realized what he’d done.
“Obi-Wan?” Jango asked as Kal grabbed his arm to keep him upright, looking between Obi-Wan and Reau as he started to piece together what had happened.
“I’m declaring my intent,” Obi-Wan said, keeping his voice as calm as he could, “To court Mand’alor Fett. Do you accept?”
Obi-Wan Kenobi is called back to Mandalore as the True and New Mandalorians are trying to come to a truce with Death Watch trying to take hold of the planet. He hadn't expected to find himself siding with the Haat'Mando and he certainly hadn't expected to find himself entering a millennia-old courting ritual with their leader.
But like always, Obi-Wan finds that when someone needs his help, he can't seem to walk away.
