The year 1816 has been called the year without a summer; throughout the Northern Hemisphere, unseasonable cold and rain led to massive crop failures and widespread hunger. On Tenzing Tharkay's estate in the Peaks district, Laurence and Temeraire worry about the well-being of their tenants; and, once elected to Parliament, Temeraire struggles to find a way to feed an entire nation of starving humans and dragons.

Summary
Laurence stood in the library, trying and failing to choose a new book to read to Temeraire that afternoon. Temeraire had expressed interest in the majority of them and Laurence was having trouble choosing which of the mathematical texts he could tolerate the best.
"Mr. William Laurence!" Tharkay's voice sounded from the other room, loud enough to carry down the hall. Laurence couldn't help but flinch at the anger in his tone.
