Summary
For many years now, Westeros has been divided into two kingdoms: that of King Ned Stark in the North and King Robert in the South. The union that was supposed to happen between the two with the marriage of Robert and Lyanna never came to be, but all is not yet lost.
It's custom for betrothed couples to spend the summers together when they are young, so as to prepare them for their future together as husband and wife. A way of easing them into it, so to speak.
Of course that was never going to be the case with Princess Arya Stark, always the exception to the rule.
