Of course the Qixing is busy. They will always be busy as long as the people of Liyue thrive. It will always be endless streams of paperwork and commissions, requests and orders distributed and carried out every day with the deft skill of well-trained workers and Ganyu's unearthly dedication.
And if lying means that Ganyu will finally detach herself from her desk, so be it.
